The education is one of the pillars of the national security in the developed countries. It is a criterion of the level and position any country may occupy internationally. The advancement in education means advancement in all the fields of life. Though the official reports indicate that the Arab governments spend huge budgets, not less, if not more than the budgets spent in America, Canada Japan and the European countries, on the sector of education, the West is rising up more and more whereas the Arab world is still far form the way of the development. On a comparison basis, the American government spends 5.5 % of the American GDP on the education sector whereas the Arab countries spend 5.8 % of the GDP. For example, Morocco spends 25 % of its total budget on the education, and Algeria spends 30 % whereas Egypt spends on each 1000 students more than what is spent on the same number in USA. As for Saudi Arabia, Kuwait and the Gulf countries, they spend the hugest budgets on the education in the world. However, there is a clear deterioration in the Arabic education system, resulting in a big percentage of unemployment among the graduates from Morocco to the Gulf area.
In the light of these facts, a recent academic study warns from the deterioration of the high education, demanding the universities in the Arab world to play more proactive roles in the Arab societies.
The study, carried out by Ahmed Ankabt, the Deputy Chief of Ajaman University of Science and Technology, adds that the majority of the Arab official universities can not address the growing demands of the high education, particularly that these universities rely mainly on the governmental funding in addition to the fixed fees that, if available, can not address the aspirations of the universities in the future extension and development, not mention that they are over crowded with the students.
On the hand, the study denotes that because of the heavy growing in the student volumes resulting from the over population, the annual expenditure rates on the high education student in the Arab world is so low if compared with that of the developed countries. In the Arab world, the average expenditure per a student amounts to US $ 2450 annually compared with US $ 14200 in Spain and US $ 43000 in Switzerland as states in 1996 statistics.
The study point out that there are other statistics issued in 1999, indicating that the volumes of the students joining the Human, social and administrative studies have reached about 78% of the total number of the students joining the high education in most Arab countries.
The study notices that the most of curriculum, especially the scientific and technical ones, suffers from a deficit of being totally relying on the foreign sources; they are more theoretical rather practical or professional.
Finally, the study calls the Arab private universities to take the responsibility of their duties and to promote the curriculum, activating the research sectors and linking between the theory and the reality. |
