We would like you to promptly circulate the following circular approved by the Minister of Hajj on the net for all the companies and establishments licensed to provide Umra Services who are participants in the Umra Service Center (USC) and to inform us with what proves the receipt of this circular by them all.

(Circular for all those licensed to provide Umra services including the Saudi companies and establishments).

With compliments in the occasion of the new Umra season.

Pursuant to the lessons derived from the application of the Umra Performers Regulation and its Executive Bylaw during the four past years and based on the findings of the Ministry through the following up of the performance of the licensees while they were performing their tasks and services for the Umra performers coming from abroad; and in a desire to upgrade the level of the services provided for the Umra performers; and in order to strictly comply with the provisions of the regulations and its executive bylaw as well as the compliance with the orders and instructions issued for the best interest of the kingdom; and based on the provisions of article two of the Umra Services Regulation to the effect of the assumption by the Ministry of Hajj responsibility of monitoring the performance of the licensed companies and establishments and improving their competence and efficiency as stated in article 57 of the Executive Bylaw of the Regulation with respect to the Ministry\'s specialty to issue the decisions required for the application of the provisions of the regulation and the bylaw; and in an endeavor to develop the services provided for Umra performers; and to guarantee the good reception, service and departure of the Umra performers; and to ensure their compliance with the regulations and instructions prevailing in Saudi Arabia; and to guarantee their return to their countries in the specified timing after performing Umra rituals easily and swiftly; and due to the end of the Umra season of 1425H and in preparation for a forthcoming distinguished Umra season; and before making any contracts or marketing any programs for the Umra season of 1426H; and to ensure the achievement of what is stated above, the Ministry of Hajj stresses the importance of compliance with the following:

First: With respect to the reception, transportation and departure of Umra performers:

Based on the investigation and mutual coordination with the Ministry of Interior, the approval of HRH the Acting Minister of Interior was issued under No. 61141 dated 9/11/1425H to the effect of the performance by Al-TasHeel Modern Support Service Company (\"TasHeel\") having CR No. 403014507 of Jeddah - Medina Road � Main Business Center � Office No. 101 � Tel. 6575550 � fax 6575554 of all the services of the reception and departure of the Umra performers coming from out side the Kingdom through the various air, sea and land outlets on behalf of the Saudi Umra companies and establishments. Accordingly, the company which details are mentioned above is authorized by the Ministry of Hajj to perform this service role on behalf of the Umra companies and establishments in all the air, land and see outlets against a lump sum of SR 10 (Ten Saudi Riyals) per each Umra performer that is automatically deducted for the benefit of the said company from the value of the Umra program prescribed for every Umra performer by the Umra companies and establishments. We shall provide you later with the details of the tasks, duties and requirements required from TasHeel company towards the Umra performers, the Umra companies and establishments and the official entities.

Second: With respect to the data of the arrival and departure of the Umra performers:

Based on the mutual coordination with the Ministry of Interior and what was stressed in the circulars of the Ministry Nos. 1855/1/1/E dated 13/3/1423H and 4574/1/1/E dated 10/7/1423H and 4401165 dated 15/8/1424H; and what is clarified for you in details in our meeting with you in the conference room in the Ministry of Hajj building in Jeddah on the evening of Tuesday, 24/6/1425H which was confirmed by our telegram to you dated 15/7/1425H, the specialized personnel in each of Sijil company and Al-Alam company conceived a new mechanism for the obtaining by the Umra companies and establishments of the arrival and departure data of their Umra performers immediately and accurately against a lump sum amount of SR 5 (Five Saudi Riyals) per each Umra performer that is automatically deducted from the value of the Umra program prescribed for every Umra performer for the favor of the implementing companies.

Third: With respect to the departure of the Umra performers by sea:

Based on the status experienced with the Umra performers\' departing by sea who arrive to both departure outlets before the times of their departure fixed in their Umra programs and the resulting negative phenomena; and to guarantee their non-occupation of the yards of Jeddah Islamic Port and Yanbu Commercial Port and the surrounding streets or their compiling in the lounges and yards of both ports; and whereas the Sea Pilgrims City of Jeddah that belongs to Ein Aziziyya and the places of rest provided in Yanbu city; and based on the transportation means provided for them to the departure lounges in both ports when the time of the departure of their vessels (ferries) becomes near; and pursuant to what is clarified and confirmed in the Ministry\'s Circular No. 4211/1/1E dated 19/6/1423H referencing what was received from HRH the Minister of Interior under No. 1052 dated 26/5/1423H and from HRH Prince of Makkah Province under No. AM/32081 dated 25/5/1423H and the Ministry\'s Circulars No. 4400039 dated 6/1/1424H and No. 9923160 dated 16/9/1425H ��.. against a lump sum amount of SR 10 (Ten Saudi Riyals) per every Umra performer automatically deducted for the benefit of the entity implementing the above referenced services from the value of the Umra program prescribed for every Umra performer by the Umra companies and establishments in confirmation of what was applied during the past years.

Fourth: With respect to the Umra marketing program:

In attempt by the Ministry of Hajj, the Umra performing during the times of recess which are usually at the beginning of the Umra season to ensure a balanced arrival of the Umra performers around the year and to enable each Umra company and establishment to effectively market its programs throughout the year, a publicity integrated program shall be implemented that covers the audio, video and paper media means through the strongest satellite channels which is based on scientific and methodical principles to publicize the distinguished services provided by the Umra companies and establishments in the Kingdom against a lump sum of SR 10 (Ten Saudi Riyals) per each Umra performer automatically deducted from the value of Umra programs prescribed for each Umra performer for the benefit of the implementing companies.

Fifth: With respect to the granting of Visas for the countries that witnessed many over-staying violations:

In an attempt by the Ministry of Hajj to minimize the over-staying of the Umra performers in the Kingdom after the end of the period of the programs that they have come through, strict controls and requirements were imposed to achieve this in coordination with the concerned authorities in the Kingdom and those countries including:

    Gradual control of the ratios and number of the visas issued for the nationalities that witnessed high over-staying cases in an automatic method linked to the proving of the departure of those who actually came to the kingdom.

    Imposing reimbursable personal financial guarantees for the Umra performers of the above referenced nationalities.

The Ministry stresses the necessity to apply that by all the Umra companies and establishments and to take those services charges into account when preparing their plans, programs and budgets for the forthcoming Umra season.
